I would say it depends on the lenses you already got in your bag. If you got anything wider than 50mm already then you could go for the 14mm, if your other lenses should only start at 70mm (or above) I would recommend the 16-35mm. I never tried the 14mm but have been using the 16-35 Mk2 for almost 2 years and love it. On a Crop Body it is a great walk around lense, particularly if you have nothing shorter than 70mm otherwise.
I took almost 50% of my pics with the 16-35 Mk2 (on an APS-C mainly), so there must be something about it, it's definitely more versatile than the 14mm.
If you should have a chance to try them both it should be easy to make a decision.

All taken at 300mm hand-held then cropped as the surfers were a bit far from the beach..
This seems to prove once and for all that the 5D2 can be regarded as a decent choice also for action/sports shots.

Since the wait for the 5D3 has been taking forever I settled for APS-H instead of full-frame. Wide enough but still adding some extra reach on the long end. Very happy with my decision so far.

I am happy with my 430 II which I prefer over the 580 II due to its smaller dimensions and lower weight. However, it's not weather sealed but assuming that most of your family reunions/ weddings take place either indoors or when it's not raining that aspect should not really matter to you.

If the decision has to be made between those 2 go for the 17-40 independent from the decision of going FF later.
L glass is definitely the better choice. Only the 10-22 and 17-55 are said to be close to L in terms of IQ.

I was using the 24-105 F4L IS for a year on my then 550D before I sold it in anticipation of the 24-70 F2.8L II. I was always happy with it and my only "complaint" was its comparably small aperture, however since it got IS its performance in less than ideal light situations is quite ok.
I also do assume that its successor cannot be expected before 2015 (guess based solely on gut feeling).

Go for the 70-200 f/2.8L IS II and the extenders! It's a great lens that takes both extenders well, particulalry the 1.4x does not impact the IQ much. 2.0x works ok with it. I only got the Mk2 version of the extenders, Mk3 is supposed to be better but the price tag is significantly higher.

An alternative could as well be the 24-105 f/4L in case you do not necessarily need the f/2.8. The IS compensates somewhat for the additional f-stop of the 24-70. On the long end the additional 35mm give you some more flexibility and it will also work on full frame should you upgrade one day.
I sold my copy some months ago in anticipation of the 24-70 Mk2 and did regret that decision more than once...
