Yes, I did use a tripod. this was a 2 second exposure. Thank you!

Looks like HDR...

I agree with you, It does look a little like HDR but is not. I had to pull a lot on the highlights and shadows to recover detail in the sky and the buildings, I think that might be the reason why it looks HDRish
