Help needed regarding editing

Hellow everyone
Nowadays I see a lot a photos that have low contrast. I like this kind of colors and effects on photos.
for example I really admire his works:

Can anyone tell me what is the name of this kind of editing style?
And is it possible to apply in photoshop using any filter or plugin?

Try these presets. My fav is modern film 1. Some minor adjustments are needed to get the results you are looking for.

You can purchase plugins, or create your own preset.  Certainly, photoshop will have the largest number of options.  It should be doable in Lightroom as well.
 
Lightroom 5 has a nice feature called a radial Filter that might enable some very interesting effects.

Open an image in PS, add a Levels adjustment layer, then go to the blacks end of the Output Levels and increase it to about 20.


In Lightroom, go to the Tone Curve panel and grab the bottom left black point and pull it UP.

In Lightroom, go to the Tone Curve panel and grab the bottom left black point and pull it UP.

And then go to Split Toning and color the shadow.  8)
