No, it means like every lens Canon has released in the last year (24mm, 28mm, 35mm, 24-70f/4 IS, etc), they realized they overpriced by about 20-25% of what the market will pay. The 24-70 should have been $1999 from the start, and they are adjusting their prices to reflect that.
If you see this lens at <$1600 without rebates, then yeah, maybe they are bringing out an IS version
