The question is what can they take from the 7d 60d to upgrade the 600d to a 650d without surpassing them in main specs?

Why would Digic5 make a 650D faster than the 60D? Both the 600D and the 60D use Digic4... The processor is not the sole determinant of the frame rate - in fact, it's the less important factor, and the main factor is the construction of the mirror/shutter assembly.
Digic5 would allow them to tout some improvements to the xxxD line (lower noise, more picture styles, in-camera CA correction, etc.). The point of the xxxD updates is mainly to keep the line 'fresh' for consumers, because last year's model doesn't sell as well at Best Buy and Costco.
A Rebel on EOS 25 anniversity?? 650 was the first EOS SLR, so a heavy weight EOS body should be annouced IMO
The EOS 650 was a consumer camera, so a 650D would be entirely appropriate as an anniversary announcement. A couple of months after the 650, Canon released the EOS 620, up-spec'd with a better shutter (double the max shutter speed and X-sync speed of the 620).
