I haven't tried a 300 f4 with a teleconverter but I'd think it'd be sharper than stacking a 1.4 and 2.0 extenders together. Teleconverters definitely hurt the sharpness at least a little. So stacking 2 teleconverters is going to hurt the sharpness a little more. So with the two options you asked about I'd go with the 300 f4 option and a teleconverter over over the 70-200 with two teleconverters.

if its reach you want the amount you proposed for a 300is l combo is equal to a 100-400l mk 1

or even a 400l 5.6 1.4 tele combo both option give more reach and better iq.

also the Tamron 150-600 is also in this price range I was going the route you describe. but if

the Tamron was not back ordered I will have gotten the Tamron.
