I have seen the term downsampling used for the 5DS/R recently, and was wondering is it the same as resizing, as that is what I do in lightroom before exporting. If so is there a common workflow to be used in LR that would be optimal for the 5DS/R both for print and web?

It is, tough from my understanding "resizing" is not the best choice of term as the physical size of a print is independent of the resolution. If you only view on the screen @100%, it's the same.

I don't think the built-in LR downsampling has the best quality, and you cannot customize the algorithm at all. After some bad experiences with moré I decided to always export full size and then downsample with ImageMagick with has superior algoritms, though it requires you to rtfm to find the best for your purpose (print/view).
