Do you want to move them, or make a copy?

Lightroom will move them for you, while in the Library, set the rating filter to select files you want, and drag them to a different folder. Why anyone would do this is another question.

Lightroom does not let you have duplicate files in your catalog, but lets you make Virtual copies and put them in any folder you want. You can edit them as a cr2.

I suspect that you could use a better understanding as to how Lightroom uses a database fir edits. You can have many edits of a given cr2 image, but only one original.

Yes, you can maintain two different catalogs with the same image in them but a physical copy located in a different location. With few exceptions, that's a surefire receipe for disaster.
