Copying from its specs

Output

USB-A 5V/3A, 9V/2A, 12V/1.5A
USB-C PD: 5V/3A, 9V/2A, 12V/1.5A (18W MAX)

This is suitable for charging R5 (and I assume the other R cameras) only when it's OFF.

Remember that Canon mentioned 9V/3A for R5C. Well it has to be true for R5 too.

When I try to charge R5 with a USB Type-C PD powerbank that has 18W as output the camera charges only when it's OFF.

When I try to charge it with a 60W or a 45W powerbank (USB Type-C PD of course) then it charges while ON.

I verified from the specs of my 45W powerbank that it provides 9V/3A.
