Is this a 300Mm f2.8 M2 ?

From the shape of the lens barrel it looks like the EF 300mm f/2.8L IS II USM.
The resolution from the rating plate and the letters on the lens hood is too bad to be read well.
To me it seems that on the lens hood you can read "ET-120 (WII)" which is the model for the EF 300mm f/2.8L IS II USM.

I had a second look at it, comparing it with the Mark I version.
It definetly has to be a Mark II.
The position of that toothed ring is different and the diameter of the front part of the barrel and the one where the focus ring is differing much more at the Mark I.
