If you had bought a Canon 24-70 2.8L with IS I would be very surprised so yes, it comes without. (And doesn't need it imho)

There are states that have a sales tax holiday just before school starts. Eligible items lists usually include clothing, school supplies, and computer equipment. Maybe some cameras quality in some states.

As you state, otherwise, the no sales tax promotions are like free shipping. Shipping is never really free. Somebody pays for it. See also "free lunch."
