IMO this is unlikely unless Canon fundamentally changes their sensor fab tech, but at least 1-stop and preferably more. If ISO 8000 on a 7DII looks like ISO 3200 on the 7D, I'll most likely buy one. AF at f/8 and a multicontroller on the grip would cinch the deal.That would be a very fascinating thing to see if Canon pulls it off!
+1. Better ISO performance is all I would love to see (and to make me upgrade). All the other upgrades are nice to have but not necessary for me.

if you are willing to showcase your keeper rate and display all of your non-keepers... that would work.
I will never do, since I'm just an amature and will never do event photography, but I once saw a guy with a setup like that. Although not all pictures were that good, people just don't care (or look) and are in awe of what they see on the screen, specially if they are on it themself.
There are so many people out there getting payed for the job just because they have a big camera and some other fancy stuff to show, not because they make good pictures and only show post processed keepers.
Compare it with music. There is a small percentage of people listening to music, they will never settle for MP3, but the majority out there don't care (or hear) because they are not listening.
People at events most of the time don't look at the pictures but just see them.

Can you post right to facebook/instagram? Do your photo's auto import/sync to your computer? Is it really anything that great outside the social media benefits?
I'm trying to think of the advantages of having wifi and I can't think of anything more that what i mentioned above. It doesn't seem like a necessary feature on a DSLR, at least for people who take photography to a step above "point and shoot." I would imagine for a point and shoot camera WIFI is probably mandatory these days because rarely are people doing post production. I'm sure these points have been beaten to death but just looking for some advantages of wifi on my dslr...

If the 70D will be build like 7D or my old 40D and have much improved IQ, I will even consider downgrading my 7D . Although I will miss the FPS probably.

The increased interest of prosumers for FF camera will not be caused by Canon not making crop anymore, but by Canon making much cheaper FF in the (far) future.

Just had a look on the Kenko site. It should not be possible according to them. They state that:
"Most Canon EOS camera bodies are programmed to shut down auto focus if the calculated effective aperture for the lens and teleconverter is smaller than f/5.6, the Kenko Teleplus PRO 300 converters work the same way"

What is wrong with your 40D? OK, less resolution, but do you need the resolution of the 7D, do you print that large?
I would invest in glass. You will notice IQ improvement on your 40D for sure.
I gave my 40D to my wife and bought a 7D. Nice camera, but if the wife would not have had interest in starting photography, I still would have had only the 40D.

And while you're buying the 7D, pick up a 400 f/5.6 too. Same range as your combination, but fast, very fast AF.
