It's realy strange to see that in public place in morden building, and for foreghners.
But it was's not uncommon in Russia some time ago. In school in boys restroom (in 1990) we had one sink and two holes in the floor with metal bars to step on, no cabins or walls - only one door. So when someone entered toilet, people standing in the hallway could see others standing over the holes with naked butts.) It was not intentional, but more a heritage from soviet past.
In univercity we had 3-5 toilets with paper walls between them (no doors). I was working in the factory and toilet was 6х10 meters room with 4 seats along one wall, and people were smoking and other people taking their needs at the same time. Now I can imagine to see that in some old factory or army building build long time ago, but it's funny to see that in modern buisness complex.
I can assume that builders made normal toilets, but some inspection guy was too fat to fit in it, so they removed walls to make cabins bigger.)
