It's been said to be an R3 with a Smallrig cage.

I'm fairly certain that if it was an as yet unreleased, unannounced R1, there would be tape covering the name Canon.

Seems to be an odd place to be testing the future R1. I am sure it would however be in the nads of wildlife shooters somewhere in the wilderness though

I pulled out the R3 and compared it to the image. There are several minor details on the body in the image that doesn't look like the R3. The "pentaprism box" is flatter, the shadow around the vertical grip, and that small rectangular "box" on the top side near the shutter button.
