As for whether it’s legal or not, I suggest archiving the download page and download itself with the Internet Archive Wayback Machine. They are experts in this stuff, and will handle it properly.

Sorry, I have alerts for as soon as the links come back up. There was a massive web exploit this week and a lot of things went loopy with servers, CDNs and caching, the full exploit patch has finally been rolled out in the last hour.

The firmware has shown up in 3 countries and then vanished.

7. Added ability to assign Pre-continuous Shooting to customisable shooting buttons. (I hope that you can assign this to a back button focus button)
8. Added the ability to display the electronic level during movie recording. (bizarre that this wasn't already available )

In this moment I am thinking that they removed the FW exactly like they did with 1.1.0. Could be technical issues again. However, the promised video improvements seem not to be there... just AF and other minor improvements.

To rewind time a bit: I bought the camera because I saw a lot of buzz about it, that it can record 4K HQ 60p (oversampling). But then it all turned to be untrue, the manuals and all the official documents state that the camera does not support that mode. After that, lots of rumors said that this will happen in a future firmware, and the current status we all know. No change yet... such a shame!

Buying a camera on rumors of oversampled 4K seems kinda wild lol. I have an old R8 that can do that. Imo it's overrated, virtually no one will ever notice a difference, if they even happen to watch any video on a 4k monitor.

What was the upgrade supposed to be? I wasn't paying attention.

Some people reported AF issues with their R5 Mk II after firmware update to 1.0.3 and/or 1.1.1. These were (supposedly) fixed with firmware 1.2 (though there is nothing about AF updates in the description of the firmware update).
