What will you use it for and what is your budget? Why do you want to upgrade/ what do you feel is lacking in your T1i?
Also, it is possible both the T3i and 60D might be refreshed soon. That is an option too.
The 7D has AFMA (to fine tune your lens focus) the 60D does not. Also it has weather shielding and wireless flash triggering and better AF and faster FPS than the 60D. If these are important to you go for the 7D, if not the 60D will do just fine, it has the same sensor as 7D and T3i.
However, I'd still say, if you can wait till April, there could be an new APS-C sensor announced... (T4i or 70D etc)

I have both the 60D and the 7D. They both have the same wireless flash triggering, though the 7D adds one extra group. To be honest, it sucks and is a worthless feature if you plan to put your flash behind an umbrella. You'll be using PocketWizards in no time flat. Any kind of studio work, and the IR wireless is useless.
The 7D rocks over the 60D in AF, though you'll have a migraine figuring out which mode works best for you. (Not all of them are enabled by default, so look at your custom functions.)
I've seen some used 7D's for around $1200-$1300, so if you can snag one that cheap go for it. Otherwise go the 60D.

Its loaded with professional features, a professional AF system, some solid video recording capabilities (although the 60D with its articulated screen could be argued as better), etc. If you need any of these advanced capabilities...such as professional AF with solid AI Servo tracking and useful configurability...then the 7D would definitely be your camera. However, if you don't need those advanced capabilities, or are unsure if you do, the 60D is a cheaper alternative (most of the time...check prices, the 7D has been amazingly cheap lately!) The money you might save with a 60D could go into buying better lenses.
Its important that you buy something you can grow into, but buy something that lets you focus on the art, and not the camera. Try both cameras out at a local store if you have the option, and if the 7D feels like far too much, go for the 60D and save the 7D for a time when it will fulfill actual needs (i.e. when you start feeling the limitations of the 60D.)

The 7d is a lot of camera to undertake and if you give enough time to learn the camera and how to make the best out of it, you wont be disappointed. There's a lot of people who easily gets frustrated with it because it has so many features and complex and shoot with too slow of shutter speeds, but it can serve you well if you learn to master it.

Get the 60D unless your doing something very fast paced like professional sports... the 7D has the same sensor and has only a few benefits - mainly better focusing. Also consider the t3i or the soon to come t4i.
