Shouldn't the Full-Frame Equivalent focal range for Canon Cameras be 27.2 to 64mm?

With the 16-300, the L and Sony E versions shipped before the Canon R and Fuji X mounts. The Canon version still does not seem to be shipping in large quantities. I contacted Sigma USA and they confirmed that they are not receiving many lenses but they don't know why.

Is the same thing going to happen with the 17-40?
