which of the following kit shol a beginner get?

60D with 18-55 or 550D with Tamron 17-50 f/2.8
the cost of both the kit is roughly 1200$
i need manual control over video too.
which would you recommend?
 
Depends on which body you like most and what you want to photograph most. 60D has easier manual controls due to second scroll wheel on the back. However, if you like to shoot in low light conditions, the 550D with Tamron f/2.8 is better. Sensor is same in both bodies I believe.

If low light is your choice make sure you get the tamron with VC

Maybe I am just bias against Tamron, but I would recommend something like getting the 550D (good camera for the price) with a kit zoom lens plus one of Canon's 50mm primes (1.4 or 1.8), which are excellent values and good learning material for a beginner.

IMHO at least, since I love primes ^_^

If you're a beginner, get the camera body that best meets your video needs. Then, get a 50mm lens. Seriously, starting out with a prime at that focal point will best help you get your photog skills up and running.
