I wonder if they meant a 10-24 F4 with IS?

Probably not, sensor-based IS should do just fine at that focal length, it should be pretty complex as-is (Sony doesn't have it in the 12-24/4 either)
I have used the 11-24/4 on the Sony and the stabilization works well.
