Appears to relate to using full frame lenses with sensor based IS to allow greater stabilisation on APS-C bodies. They're probably thinking of movie shooters shooting handheld in place of steady cam systems (sorry, I'm not a video users so I don't know the correct terminology for this).
Interesting that Canon appear to be considering sensor shift IS though,after all this time pushing lens based IS.
