I have been researching to buy my first DSLR and mostly settled on the T3i but upon looking at past product release dates I saw the T2i and T3i came out in feb 2010 and feb 2011. Then I found this site, so I was wondering what rumors if any have been abound for the next release.

I am thinking about waiting to either buy the next model or hope for a price drop on current models.

The current price for the T3i camera body is 660.00 is this the same as when it first came out or what the newer model could be expected to be?

CR posted a rumor a while back, sounds like what you might expect, Digic V, same sensor, a minor upgrade. We will have more rumors as it gets closer.

If you can wait until feb, then wait (although it might not be in shops straight away remember).
If you need it now, get it now.

As it stands, there's no way they'll lead a new sensor with a 650D. So unless something miraculous happens and a 7D2-with-new-sensor comes out before then (like tomorrow, but even then dropping a new-sensor into a cheap body after 3 months is a bit rushed), then there's a fairly big guarantee that the 650D will have the same 18MP sensor.
But it might have a digic5. There's nothing else I can think of to put into a new xxxD body that won't cannibalise from a 60D or 7D (ie fps, AF, AFma or lack of, pentamirror, sealing or lack of). There's always ongoing rumours of touchscreens, I'd bet if/when they do come out they'll be on the xxxD bodies first, so you never know, it could come with the 650D (my 7D has all my controls on the top in reach of my right index finger, and the top-LCD to view, no touchscreen needed there).
What a digic5 will do to IQ vs a digic4 with the same sensor I don't know. probably nothing much. A new digic should speed up image processing time and lower power consumption, so you might get a longer battery life, and maybe new 'creative toy modes' and not much else, and the price will probably be about the same (although once it's announced you might get a 550/600D for a bit cheaper than they are now).

Digic 5's a given. hopefully it'll clear the buffer faster making it a more usable. the feature touted with the announcement of the S100 where separate white balances would be applied to different parts of photo is intriguing. hadn't heard how it actually is in practice. better noise performance from Digic 5 will probably make it the envy of APS-C shooters until the 7DmkII arrives.

i think a touch screen is coming if not in the T4i, then in the T5i. there's been a patent a while back and these are supposed to be fun cameras so why not add a fun feature.

as they don't have mag alloy bodies, perhaps built-in GPS might be added.

it follows the T3i, which Canon keeps touting as a video-oriented DSLR so perhaps D7000-style AF during video.

maybe a dedicated video recording button. either that or at least move video recording on the mode dial to between the Auto and Creative zones instead of at the tail end of the Auto zone. it's really annoying having to go from one end of the dial to the other and then back.

i wouldn't buy one until i saw firsthand what the improvements Digic 5 has on Canon's APS-C sensors. that'll be where we find out whether it's a minor upgrade or a major upgrade. everything else i've mentioned as possibilities above are just fluff when compared to image quality. if it's not significantly better i would go with either the T2i or T3i and use the money I saved on good glass.

You can get the T3i kit for $575 + tax&broken camera from Canon Loyalty Program right now. http://www.fatwallet.com/forums/hot-deals/849344/

I don't see much change in the T4i; Digic 5 of course. If the 7d2 or 60d2/70D comes between now and February it will have a new sensor.

I see the T4i being released simultaneously with the 7D2 on a new sensor.

And the T3i body was released at $799 not the current Best Buy price of $660. So don't expect to get one that cheap within 6 months of release, the kit will be $899.

If this is your first camera get the kit (lens); it's a decent starter lens. Next buy the 50/1.8 "Nifty Fifty" around $100-120.

Are you sure the T3 will not fulfill your needs; you can get a refurb kit through CLP for $352 + tax&broken camera. I think you need to ask questions about a decision between the T3 & T3i because that is the better question for you.

Because with a refurbished T3 kit for $352 you can add a 50/1.8 & one of these two sigma 30/1.4 or canon 85/1.8 (depends on needs) and stay under what the T4i kit will cost at release.
