the signal and noise ratio is changed with the exposure, shorten exposure means less light/fewer generated electrons and also less noise in e ,for the 5 time we look at 1DX and from full FWC 100iso and down in iso =shorter exposure, less light to the sensor ,now look at elektrons from signal and noise and higher iso ,the noise doesn't increase with higher iso the signal gets weaker, less generated electrons
read noise and read out electrons in a different exposure regarding light = less light means higher iso and amplifying
OF THE SIGNAL read noise is 38 e at 100iso and FWC are 90101 e and at 25600iso there are 332 e is detected and the noise is 1,3 e
The noise has not increased but the signal are now 332e compared to 90101e at base iso

If increasing ISO with all else being equal results in a higher noise level, you can absolutely make the claim.
Your line of reasoning is similar to: I can halve my exposure time when I go from f/4 to f/2.8, so you can never claim that halving exposure time reduces light.
