I live in North nevada and we have quite a few bald and golden eagles here near lake tahoe... Every February they come here in mass to feed on the afterbirth of all the rural ranch calves.
The Oregon and Washington coasts. That is where I would go. Reelfoot Lake in Tennessee has a winter population... but I would prefer to have some green in the background. There's a lady I follow on Google+ that is always posting shots from the Oregon coastal beaches. Beautiful there. I'm sure Alaska would also offer great opportunities and even more wildlife to photograph (bears, moose, etc...)
