If you compare the specs to its predecessor SX730 HS you'll see that the lens and the FF equivalent FL are the same. So the sensor size is also the same: 1/2.3".
1" sensor is better in IQ performance, but needs bigger lenses and therefore the cam would have been bigger either. In this market (small super zoom) the overall size is a relevant factor. Compare to the G7/9 X with shorter FL.

They have to protect their Cine Line line
Go buy XC15 or 5d4 if u need 4k

Yeah ::) 4k on Smartphones is mostly a marketing gag. Look at the poor bitrates and DR and then compare it to a real 4k video device (which currently costs you a fortune). Worlds of difference.

A good high-quality FHD solution is better than a crappy 4k-wannabe device. I think Canon did a good job here.
